Looking for Voip phone service? which one is the best?

Hello, i currently dont have home phone line, only 2mb internet access with Bell.
I want to try Voip to make and receive calls local calls only. (Im from Toronto).
I saw that Primus talkbroadband home phone have nice prices, really cheap (16 dollars) but i read only bad feedbacks about them in google.
Which one is the best in quality/price for me? I want just call and receive local calls maybe 1 or 2 features nothing else at the cheapest price possible with a good quality.

If you have some technical savvy, then the cheapest way to go is to buy your own VoIP adapter and then configure it yourself with any BYOD (bring your own device) VoIP carrier. That is what I do.

I purchased my Linksys SPA2102-NA VoIP adapter (with built-in router and QOS). It connects directly to my Internet Modem (no other routers in between the two). Then I configure it to connect with a BYOD VoIP carrier like CallCentric or InPhonex.

In Canada, you can buy VoIP adapters form www.voipdepot.ca, or www.ncix.com. In the past, I purchased my adapters form VoIP Depot with fast 3-day delivery service.

With CallCentric, there are No Contracts and no obligations, only pay-as-you-go service.
Outgoing only calling service only costs 1.98¢/min to anywhere in USA/Canada and parts of Europe and parts of Asia. Or, Unlimited USA/Canada outgoing calling for $19.95/month.
For Incoming phone number service, you can get a USA or Canada number for as low as $1.95/month + 1.5¢/in incoming calls. Or, for $5.95/month Unlimited Incoming calls. They have phone numbers for Toronto area, too.
I live in Calgary, and have a Calgary area code number with CallCentric and only use their pay-per-minute services because I do very little phone calling and want to keep my costs to a minimum.
However, keep in mind that CallCentric does not provide 911 service in Canada.
