Is a prepaid phone card bought in Canada usable in the U.S.?


I live in Canada and my girlfriend has moved to Florida. She doesn’t have a long distance plan like me so it’s really expensive to talk on the phone.
I noticed they have $10 prepaid long distance phone cards at Wal-Mart that provide much lower costs per minute if you call within North America.
I was wondering, if I sent one of these to her, could she still use it in Florida even though it was bought in Canada, or do the long distance savings only apply to Canadians?
