Does anyone know of a good VOIP/SIP provider with cheap international rates for calling Spain Mobile phone?

My wife is deployed in Spain, she recently bought a pay as you go phone that has free incoming so im trying to find the cheapest way for me to initiate the calls, we already email and use Skype for video but she’s not around those things long enough… I’ve looked at Skype to phone, they charge a connection fee along with 31.2¢ per minute. Google Voice has no connection free but charges 19¢ per minute. Most rates to Spain are good until you have to call a mobile number. The number is listed as Spain-Mobile Telefonica or Spain Movistar Mobile… The second best I’ve found is PhonePower at 8.2¢ per minute… the service im currently using seems to be the best at 7¢ per minute, no connection fee, however i was wondering if anyone happens to know of a even better service, preferably with no connection fee and SIP available.

It really depends upon which area of Spain that she is based in, and what their network coverage is, but is may be worth contacting these guys – http://www.tumbit.com/partners/telitec-communications-phonelines-internet-mobiles.html
